What Is The Difference Between A Public Adjuster, A Staff Adjuster And An Independent Adjuster?


There are a few types of insurance adjusters in the industry, but their jobs are closely related. The major difference is who each adjuster represents. Public Adjusters represent individual policyholders, while Staff Adjusters and Independent Adjusters both represent the insurance carrier.

A Public Adjuster is hired as an expert consultant by a homeowner who needs help dealing with a claim. This might be because there is substantial damage and the claim is just too much to deal with. Or the insurance carrier's adjuster may be difficult to deal with. Often times the homeowner is sure that the insurance company's adjuster has missed things or under-valued the claim. But sometimes none of that is involved and a homeowner just doesn't want to deal with it. So he can hire a Public Adjuster to deal with it. At the end of the process, the homeowner pays the Public Adjuster a fee for these services.

A Staff Adjuster is an employee of an insurance company sent out to handle a claim as a representative of the insurance company. Insurance companies keep a certain number of Staff Adjusters year-round, to handle normal claim volume. If there is a Major Catastrophe of some kind and thousands of claims come pouring in, there is no way to handle those claims with just the Staff Adjusters. The insurance companies then turn to Independent Adjusters to supplement the claims force.

An Independent Adjuster handles claims for an insurance company as a 1099 contractor, not as an employee. It's very common and it happens all the time. There should be no difference in claim service whether the claim is handled by a Staff Adjuster or an Indepentdent.

There are several large Independent Adjusting firms that maintain lists of available adjusters who can be dispatched to the site of a Catastrophe.

When an insurance company needs 150 adjusters in a hurry, they make one call, and those adjusters can be on their way. Those adjusters may be employed by the adjusting firm, or they may be 1099 contractors.

There are also Independent Adjusters who are not affiliated with a larger firm and work by themselves.

How Do I Get My Texas Public Adjuster License?

Insurance adjuster licensing requirements differ a bit from state to state. In Texas, you’ll need to complete several steps before you’re eligible for your license. Those steps include:


Prelicensing education – Texas does not require insurance prelicensing classes before taking the exam, so this technically isn’t required. However, the public adjuster test is designed to be difficult, so prelicensing courses are highly recommended.

Passing the licensing exam – You’ll need to schedule your adjuster exam with a Pearson VUE testing center and do it at least 24 hours in advance. To pass, you’ll need a 70. If necessary, you can attempt the test multiple times. The exam fee is $39 per attempt.

Provide fingerprints – Go to the IdenTOGO website, that's who collects fingerprints for TDI, USE CODE 11G6QF These fingerprints will be used on your license application to complete a background check. We show you the steps.

Apply for your Texas Public Adjuster license – Texas uses SIRCON to process insurance license applications. You’ll need to apply through this portal to receive your license.

Set aside time for continuing education – The insurance industry is constantly changing, and so Texas requires insurance adjuster to complete 24 hours of continuing education every two years to remain current.

What Do I Need To Know For The Texas Public Adjuster Exam?

The Texas Public Adjuster test consists of 100 multiple-choice questions and you’ll have 2 hours to complete it. The exam is far from impossible, but it is designed to thoroughly test your knowledge of the industry, so studying is a must. Prepare to see the following on the exam:

Policy product knowledge – Adjusters are expected to know how to understand and communicate the details of various insurance policies. This includes homeowners, commercial and inland marine insurance policies. 

Insurance terms and knowledge – Working in insurance means you’ll need to understand a glossary of industry-specific terms. In addition, public adjusters must be familiar with policy provisions like declarations, exclusions and conditions.

Texas-specific regulations – Every state applies its own regulatory language to the insurance industry, and Texas is no different. The Texas Public Adjuster exam has a major section that will test your knowledge of these rules and statutes. 

The Texas Public Adjuster test is fact-heavy, but it isn’t difficult if you know the facts. The state-wide first-time pass rate is 55 percent, but your chances will be much higher if you do the Test Crushers program of study.
